Which Types of Projects Require a Licensed Asbestos Removal Contractor?

As the Health and Safety Executive (HSE) states, most higher-risk work with asbestos must only be done by a licensed contractor. The Control of Asbestos Regulations defines licensable asbestos work as follows:

• Asbestos exposure for workers is not sporadic and of low intensity.
• The risk assessment cannot clearly show that the control limit will not be exceeded
• Work on asbestos coating.
• Work on Asbestos Insulating Board (AIB asbestos) or asbestos insulation for which the risk assessment cannot clearly show that it will be short-duration work, e.g. short-duration work will take no more than 2 hours in any 7-day period, and no person will work for more than 1 hour in that  2-hour period.

Which Asbestos Products Require a License to Remove?

As the HSE stipulates, any decision on whether a particular asbestos removal project is licensable or not must be based on the risk. Some licensable asbestos products include:

• Asbestos sprayed coatings (otherwise known as limpet asbestos)
• Asbestos pipe lagging
• Loose fill asbestos insulation
• Asbestos millboard
• AIB asbestos (where the risk assessment indicates the removal process will not be of a short duration)
